My view on performance incentives is that they almost always lead to abuse. The problem with such incentives is that you really don't have a good base line for determining where the affiliate should start. After all, each affiliate is a unique entity. Affiliate marketing is not like traditional sales where your sales all are offering the same 8 hour day.
Affiliates working in packs can generally switch traffic around to make it look like your promotion is working...when in fact they are just playing a game.
Performance incentives invariable give advantage to big companies at the expense of small companies or individual concerns. Personally, I think the fair and even playing field works extremely well. The best example on the Internet is eBay. The auction houses that gave big incentives to big companies lost customer loyalty.
